To prepare, start by heating olive oil in a large pot on medium heat. Add onion, bell pepper, and garlic and cook until the veggies have softened, which should take around 5 minutes.
Add the cumin and oregano to the pot, stirring to combine with the vegetables.
Add the soaked and drained black beans to the pot and the water.
To prepare the mixture, bring it to a boil and then lower the heat to a minimum.
Allow it to simmer for approximately 2 hours or until the beans are soft and tender.
In a separate pot, cook the rice according to the package instructions.
After the beans have become tender, add salt and pepper to taste for seasoning.
Serve the black beans over the cooked rice, garnished with chopped fresh cilantro.
